If the Devil wasn't in the garden there would have been no choice to reject God. Now some may interpret this as the Devil is free will. The reason this isn't true is that God is the one making the situation, not the Devil. God is allowing the Devil to be there to create this other side. God wants a relationship with us, not a robot worshiping a God. That's why we have this sort of free will. A choice, God or the absence of him.
